A program design and communications professional with over ten years
experience implementing resource efficiency programs, Pam spends her time immersed in Portland's sustainable development community. She specializes in the behavior change model Community-Based Social Marketing, and incorporates its principles into program design. She has worked directly with Portland's multifamily residential and commercial property communities on recycling, energy efficiency and sustainable economic development projects through the Portland Office of Sustainable Development.

At seven years old she was known to pick up trash on the way home from school and demand that she and her mom find a way to recycle or reuse the nuts, bolts and other found treasures. Although she's been happily married for over two years, Pam finally changed her last name from Pickens to Neild, which is why earlier articles quote her as Pam "Pickens".
